If I were a cop...

I would aggressively ticket people who drive around old wrecks of automobiles which spews tremendous amounts of foul exhaust into the air, like the woman in a mid-80s Mazda pickup who I followed for a mile today, as her "vehicle" (and I use that term loosely) dumped clouds of thick, black smoke back into my face.

We don't have emissions testing in Kansas, but there's still a law (I believe) against driving without an emission control system, and if I were a cop, I'd ticket the hell out of these people. Ideally, the police ought to be able to give a ticket to polluters such that if they get the car fixed within, say, two weeks, then the charge is dismissed, but if they don't get it fixed and they get a second ticket, then the fine is doubled.

If someone's car is putting out enough exhaust that it is clearly visible in summer air, then they need to get it fixed, or take the bus.
